I looked up the line number it said was the problem, I don't why that would be giving you issues. If you open the Check.aspx page, do all the tests pass?

Open the web.config file, the setting is in that file.

Good, although I think all you needed to do was change the following directive to where the cpanel is located
AspNetMount / "C:\Program Files\Apache Software Foundation\Apache2.2\htdocs"

I'd first check to make sure the module is in modules. Then I think you need to set the correct paths for the AspNetMount and Directory Directive.

Currently you'd have to manually do it, or let you customers do it themselves.

No it won't work with 1.34. Upgrading is painless, just backup your database and UGCC's files first incase you have to revert.

Here is a patch for 1.35 that will allow the menu to work with chrome.

Extract the contents of the archive into your wwwroot/bin folder, overwriting the existing files.

I've typically left the affinity alone, but some people swear by locking it down to a core. All really depends on your environment--try it both ways and see if there is any major difference.

I'll need an upfront payment then as I'll have to procure and setup a new server to accomodate this. You can always evaluate on a computer you have at home too with EzUGCC.

Evaluate UGCC first, if you want to use a hosted environment after evaluating I'd be more than happy to do so after that.

I currently don't offer hosting for the panel; but if you'd be interested I can probably whip something up. You can host the panel from any box including the same box as the game servers. I've done this and alot of my customers do this with no ill effects on the game servers.
